REAL ESTATE Romania confirms ransomware attack on cadastre agency, no timeline for full recovery 28 July 2026 Iulian Ernst Facebook Twitter Google Pinterest Reddit Email LinkedIn Romania's government has confirmed that the National Agency for Cadastre and Real Estate Advertising (ANCPI) was hit by a ransomware attack on July 14, saying part of the institution's IT infrastructure was encrypted and deleted, while stressing that the central cadastral database was not compromised. In a press release issued on July 28, the government said the cyberattack affected part of the virtualisation infrastructure hosting ANCPI's applications but did not impact the central database containing records of properties and real rights over real estate. Authorities did not provide a timetable for restoring full access to the agency's systems. The government said the central cadastral database remains intact despite the attack. However, it did not explain what leverage the ransomware operators retained if the core data had not been compromised, suggesting that the attack primarily targeted the infrastructure supporting the agency's applications rather than the database itself. The incident has disrupted access to cadastral services since mid-July, affecting property transactions across the country. The outage has prompted legislative action. The Parliament is considering extending transitional tax rules for residential property transactions after the disruption prevented some buyers from completing the formalities required to qualify for the reduced VAT rate before the existing deadline. According to Digi24, individuals could continue to purchase homes with a 9% VAT rate instead of 21%. The measure would be extended until October 1, according to a bill adopted by the Senate on Monday, July 27, as the first chamber to be notified. The bill now goes to the Chamber of Deputies for the final vote. Romanian authorities have not disclosed whether a ransom demand was made or whether they have been in contact with the attackers. The government said efforts to restore the affected systems are continuing but gave no indication of when the agency's full range of digital services will become operational again. iulian@romania-insider.com (Photo source: Motortion/Dreamstime.com) Recommended stories 28 July 2026 HEALTHCARE Update: Healthcare workers begin nationwide strike over pay reform in Romania 28 July 2026 POLITICS Romania expels Russian diplomat and recalls ambassador after repeated drone incidents 28 July 2026 ENERGY Low Danube water levels force shutdown of Cernavodă nuclear reactor in Romania 28 July 2026 ENERGY Pressure on Romania’s crude supplies eases after Kazakhstan resumes exports through Russian port Novorossiysk 28 July 2026 REAL ESTATE Romania confirms ransomware attack on cadastre agency, no timeline for full recovery 28 July 2026 ENERGY Romanian government report identifies irregularities in Nuclearelectrica's SMR project Romania Insider Free Newsletters Subscribe now Editor's picks 29 July 2026 ENVIRONMENT Heat wave to spread across Romania from July 30, peak expected in early August 29 July 2026 TRAVEL Romania travel: Five day trips from Bucharest 29 July 2026 POLITICS Romania’s SocDem opposition challenges government decisions on PNRR milestones 29 July 2026 DEFENSE Romanian-Ukrainian JV plans military drone production in Cluj-Napoca 29 July 2026 TRANSPORT Romania seeks to save flag carrier Tarom with new restructuring plan 29 July 2026 ENVIRONMENT Video shows tourist unaware of bear approaching from behind on Romania's Transfăgărășan 28 July 2026 HR IT tops sectors in Romania with highest salaries despite layoffs 28 July 2026 POLITICS Colombia to close embassy in Romania shortly after reopening it Latest Press Releases 25 June 2026 BUSINESS Auchan Romania publishes its 2025 Sustainability Report: Over 100 supply chains, nearly 4.5 million products saved from waste, and continuous investments in energy efficiency 11 June 2026 ENERGY Electrica and the Atlantic Council signed a five-year strategic partnership in Washington D.C. 04 June 2026 ENVIRONMENT World Environment Day: Romanians rank first globally in personal responsibility for recycling their drink packages, and they expect the same from producers 04 June 2026 REAL ESTATE NBI: Residential Market Gains Momentum, While Northern Bucharest Remains the Capital’s Leading Investment Hub 29 May 2026 HEALTHCARE The Central University Library “Carol I” hosted the National Public Health Conference 27 May 2026 SPORTS The Tour of Romania 2026, Announced in Chișinău Alongside the Government of Moldova – A Historic Moment for Both Countries From our Partners Education 12 June 2026 NEWS FROM COMPANIES More Than a School Fair: Cambridge School of Bucharest Brings Together Hundreds for a Day of Music, Sport and Giving Back Business 07 May 2026 PARTNER CONTENT Where History Meets Business Excellence: Inside the Meetings & Events World of InterContinental Athénée Palace Bucharest Healthcare 06 May 2026 PARTNER CONTENT Cornel Varvara awarded in Bucharest by Prof. Dr. Bob Djavan for his involvement in healthcare Energy 05 May 2026 Battery storage is reshaping solar investments in Romania.
