ENERGY Romania to establish Cybersecurity Incident Response Center in Energy 19 August 2025 Radu Dumitrescu Facebook Twitter Google Pinterest Reddit Email LinkedIn Romania’s Ministry of Energy published on Monday, August 18, an ordinance designed to establish a Cybersecurity Incident Response Center in Energy. The new center will prepare the country’s energy sector to face expected and complex cyber threats, according to its initiators. The authors of the project say that the liberalization of the national energy market, price fluctuations, and the presence of an increasing number of energy companies on the capital market constitute the premise situation from which cyber attackers start when carrying out an operation against the Romanian state.  Other reasons listed for the establishment of the center, according to the draft ordinance cited by News.ro, are “the increasing risks to Romania’s defense and national security, in the context of cyberattacks generated by the Russian Federation’s war in Ukraine, which requires the creation of a sectoral Cybersecurity Incident Response Center in energy, hereinafter referred to as CSIRT, capable of supporting the national and interinstitutional effort to prevent and combat cyberattacks on energy companies and infrastructure.” The urgency of adopting the Emergency Ordinance is also justified by “the increased possibility of a multiple cyberattack, likely to affect elements of national infrastructure in the cyber sector, which would create panic among the civilian population." The draft Emergency Ordinance mentions that the establishment of the Cybersecurity Incident Response Center in Energy is essential to ensure continuous monitoring, prompt incident response, forensic investigations, and self-protection against cyberattacks, as elements of the national energy policy. “[...] the establishment of a sectoral CSIRT is necessary, and in its absence, the damages generated by cyberattacks can be significant, with consequences on energy prices,” the draft further states. The ministry also notes that Romania, as a supplier of electricity to the Republic of Moldova and Ukraine, as well as a regional security provider, has the obligation to urgently consolidate the cybersecurity of the energy sector to preserve this status and provide strategic knowledge to other sectors and partner states in the future. As a result of the high stakes involved, the Response Center will need specialists in cybersecurity. The document states that the positions necessary for the operationalization of the center must be of the highest possible level in terms of experience and performance in the specialty field. To attract talent, the new agency is prepared to match average industry salaries of EUR 4,500 to EUR 5,000, and will go even higher for advanced skills, to around EUR 20,000. Plans for a Response Center in Energy have been ongoing since last year. Moreover, Romania’s National Cybersecurity Directorate, which aids public institutions to fend off attacks, has also allied itself with Ukrainian and Moldovan counterparts this year for better coordination. radu@romania-insider.com (Photo source: Nataliia Babinska/Dreamstime.com) Recommended stories 13 March 2026 DEFENSE Volodymyr Zelensky visits Romanian air base where Ukrainian pilots train on F-16s 13 March 2026 MACRO Romanian government approves 2026 budget plan with 6.2% of GDP deficit 12 March 2026 REAL ESTATE Romanian developer One United Properties buys land near Nashville for first US project 12 March 2026 POLITICS Romania, Ukraine sign strategic partnership declaration during Zelensky’s visit to Bucharest 13 March 2026 SOCIETY Romania repatriates 96 more citizens from the Middle East through rescEU flight 13 March 2026 MACRO Romania’s trade gap keeps shrinking as imports drop by 7.7% y/y in January Romania Insider Free Newsletters Subscribe now Editor's picks 16 March 2026 ADMINISTRATION Bucharest drastically limits use of fireworks year-round 16 March 2026 DEFENSE Iran threatens Romania with “legal consequences” after US planes station in Bucharest 16 March 2026 MACRO OECD urges Romania to reduce deficit, enact reforms in new pre-accession report 16 March 2026 DEFENSE First US refueling airplanes arrive in Romania after Security Council approval 16 March 2026 BUSINESS Lidl plans major expansion in Romania with EUR 285 mln investment and 40+ new stores this year 16 March 2026 TRANSPORT Romanian carmaker Dacia accelerates personnel downsizing to 1,200 this year 16 March 2026 MACRO Romania’s industrial activity hits lowest level since lockdown in January 16 March 2026 ENTERTAINMENT Romanian-born director Natalie Musteață wins Oscar for best live action short film Latest Press Releases 05 March 2026 BUSINESS Over 60% of purchases in Auchan are made using the loyalty card: MyCLUB Auchan celebrates 5 years and surpasses 2 million active members 10 February 2026 EDUCATION Two Cambridge School of Bucharest students secure places at the University of Cambridge 09 February 2026 REAL ESTATE From €1,615/sqm in Northern Bucharest: Victoria Homes, the Market Opportunity Presented by North Bucharest Investments 04 February 2026 REAL ESTATE Ananda Group reports a turnover of over 265,690,000 lei in 2025 and announces the development of over 2,500 apartments in the south of the Capital 23 January 2026 EDUCATION The Celebration of the Élysée Treaty at the Internationale Deutsche Schule Bukarest (iDSBU) – 63 Years of the Power of Dialogue 20 January 2026 EDUCATION Train yourself in ESG: Join CES ESG Institute – Romania’s First Private Corporate ESG Program From our Partners Events 10 February 2026 PARTNER CONTENT Two Ways to Celebrate Love at Radisson Blu Hotel, Bucharest Real Estate 10 February 2026 PARTNER CONTENT Quiet as the new luxury: A residential community is redefining urban living in Bucharest Real Estate 04 February 2026 PARTNER CONTENT North Bucharest Investments | The Rise of a Premium Market: Delivered Projects, Selective Demand, Sophisticated Capital Education 26 January 2026 PARTNER CONTENT ROLANG organizes the 13th edition of the Romanian language summer school for international students in Sibiu Legal 22 January 2026 EXPERT CORNER Door To Romania – from European citizenships and residencies to business administrations and investment strategies CSR 22 January 2026 PARTNER CONTENT Education as a legacy: Cornel Varvara invests in future generations across the markets where he operates
